Governance reform is beguilingly simple on paper, yet confoundingly difficult in practice. Canada’s Gulf of St. Lawrence has attracted a number of proposals and campaigns for enhanced environmental programming. One of these, a Marine Council, would bring together environmental stakeholders for an ongoing policy collaboration. This talk will critically assess the idea. How would it address acknowledged problems of strategic focus, policy coordination, and democratic input?
